Karluk Manor, located in Anchorage, Alaska, is a groundbreaking "Housing First" facility operated by Rural Alaska Community Action Program (RurAL CAP). Opened in 2011, it was Alaska's first Housing First residence, specifically designed to provide permanent housing for chronically homeless individuals, particularly those with long-standing alcohol addiction, without requiring sobriety as a precondition.

The philosophy behind Karluk Manor is that providing stable housing first creates a foundation upon which individuals can then address other challenges, such as substance abuse, mental health issues, and employment. The facility offers 46 furnished efficiency units with on-site supportive services, including case management, and access to medical and mental health care. Studies have shown that residents often reduce their drinking, decrease their reliance on emergency services (like ER visits and police interactions), and experience improved quality of life and community engagement once they have stable housing. Karluk Manor aims to reduce the significant costs associated with chronic homelessness by providing a safe, stable, and supportive environment.
