The Ohio Balance of State Continuum of Care (BoSCoC) is a regionally focused collaborative group fulfilling HUD’s CoC planning responsibilities across 80 non-urban counties in Ohio. Staffed and co-chaired by the Ohio Department of Development (ODOD) and HomelessCoalition on Homelessness and Housing in Ohio (COHHIO), the Ohio BoSCoC oversees the annual consolidated CoC application process and manages Homeless Management Information Systems (HMIS).
Founded with a formal Governance Charter adopted in summer 2014, the Ohio BoSCoC ensures transparency, structured decision-making, and compliance with federal CoC standards. As the lead planning entity, Ohio BoSCoC guides local agencies and service providers to align resources, data, and strategies—creating a unified network that advances effective homeless assistance statewide.
