Foundation for Homeless and Poverty Management (FHPM), located at 2741 Wheaton Way in Bremerton, works to address homelessness and poverty through housing development, practical support, and economic opportunity. Its mission emphasizes breaking intergenerational cycles of hardship while uplifting Black, Indigenous, and people of color communities.
FHPM’s work includes affordable permanent housing initiatives in Kitsap County and the NOW Program, a homelessness-diversion model designed to help prevent displacement through resources such as rental and deposit assistance, emergency stabilization, food support, transportation-related help, and school supplies. Learn more about homeless assistance in Washington and broader federal assistance resources.
The organization also offers the HEAT Program, which helps African American entrepreneurs living in poverty or experiencing homelessness build sustainable enterprises through guidance on business structure, finances, marketing, governance, and equity barriers. Fresh Start Grooming provides complimentary haircuts and connects participants with barbering education and career-development opportunities.
