A Continuum of Care (CoC) is a geographically based coalition composed of representatives from various organizations dedicated to addressing homelessness through comprehensive planning and service delivery. These groups carry out the U.S. Department of Housing and Urban Development’s (HUD) CoC Homeless Assistance Program requirements, ensuring a coordinated regional response to homelessness.

The Ohio Balance of State Continuum of Care (BoSCoC) specifically represents the 80 non-urban counties across Ohio, focusing on rural and suburban communities often underserved by traditional systems. The Ohio Department of Development (ODOD) and the Coalition on Homelessness and Housing in Ohio (COHHIO) serve as the primary staffing agencies and co-chairs of the Steering Committee, leading the charge in governance, resource allocation, and strategic planning. ODOD acts as the collaborative applicant for federal funding submissions, while COHHIO manages the Homeless Management Information System (HMIS) to track services and outcomes.

Since adopting its Governance Charter in 2014, the Ohio BoSCoC has maintained transparent decision-making and compliance with HUD regulations to effectively reduce homelessness in its service area.
