Description

HSN (Homeless Services Network) serves as the pivotal lead agency operating the region’s Homeless Management Information System (HMIS), a federally mandated database essential for connecting individuals experiencing homelessness with the services they need and for accurately measuring outcomes. As the primary administrator, HSN manages the contract with the Continuum of Care (CoC) HMIS vendor, eccovia®, ensuring seamless oversight, quality assurance, and comprehensive training for all system users. HSN also provides dedicated help desk support and generates both required and customized reports, enabling stakeholders to track progress and make data-driven decisions to effectively address homelessness.

Founded in 1993 by a committed group of community advocates, HSN’s early leadership included Helaine Blum, co-founder of the Grand Ave. Economic Development Corporation, which has provided affordable housing for hundreds of formerly homeless individuals in Central Florida. Under subsequent leaders Marilyn Gordon and Cathy Jackson, HSN expanded its reach and diversified its services across the tri-county area, strengthening its impact on the region’s homeless population.

In 2015, with a renewed regional focus on ending chronic homelessness, Martha Are joined HSN as Chief Executive Officer. Bringing her expertise from North Carolina and extensive knowledge of the U.S. Department of Housing and Urban Development’s Continuum of Care Program, Ms. Are has successfully implemented evidence-based strategies to reduce homelessness and improve service delivery in Central Florida.

With decades of experience, a strong leadership team, and a commitment to innovation and collaboration, HSN remains a vital force in the fight to end homelessness, supporting communities by leveraging data, enhancing coordination, and empowering agencies to better serve individuals and families in need throughout the region.
